Terms of Reference: Development of Educational/Functional Assessment Tool for Kakuma Special Needs Centers
Introduction
Jesuit Refugee Service (JRS) is an international Catholic Organization, under the Society of Jesus Trustee. The Mission of JRS is to accompany, serve and advocate on behalf of forcibly displaced people.
JRS – Kenya is seeking a consultant with experience in special needs education, educational assessment, and education in emergencies and protracted crises to carry out a short-term consultancy with the Special Needs program in Kakuma Refugee Camp, Kenya.
Goal and Objectives
The goal of the short-term consultancy is to enhance the capacity of the Special Needs program to provide beneficiaries with quality care and educational support to enhance their wellbeing and ability to engage in community life. The objectives of this short-term consultancy in pursuit of that goal are:
- Complete a rigorous analysis through review of relevant literature, data review, and observation of program activities
- Develop a Contextualized Educational and Functional Assessment Tool (CEFAT) that gathers educational and functional levels of children within the Special Needs program, drawing on existing assessment and evaluation tools
- Develop accompanying guidance, monitoring system, and implementation plan for the CEFAT that details how the tool was developed, how data is to be collected and stored, and how the assessment plan is to be carried out
- Provide training to senior program staff on the assessment tool and advise Program Coordinator on best practices with regard to carrying out program-wide child assessments.
Deliverables
- Report for JRS Project, Country, and Regional staff on contextual analysis of Special Needs centers and beneficiaries with regard to understanding of disabilities, current methods of assessment, recommendations for program-wide assessment tool, and recommendations for assessment implementation and data collection plan
- Contextualized Educational and Functional Assessment Tool (CEFAT)
- Electronic Monitoring System for data collection of CEFAT
- Calendar and Work Plan for achievement of objectives
- Guidance Notes for staff on how to administer CEFAT
- Training Syllabus for training staff on CEFAT
- Report on training of senior program staff on CEFAT administration
JRS responsibilities
- Guidance throughout all phases of execution.
- One way travel by air to Kakuma
- Accommodation and food during stay in camp
- Approval of all deliverables including final sign offs for the purpose of making payments.
Qualifications and experience:
- Masters level of education in Education Psychology, Psychiatry, Special Needs Education, or a similar field
- 5+ years experience in carrying out assessments of persons living with disabilities in educational and social settings
- Demonstrated experience designing and facilitating multi-day trainings.
- Experience creating computer-based data collection systems using programs such as MS Excel or similar applications
- Prior knowledge of Kakuma context and issues associated with acute and protracted displacement
- Strong written and oral English and Kiswahili skills required; oral and written French skills a plus.
- Kenyan resident with legal authorization to work in Kenya
- Must be available to start work by October 15, 2017
